Other Assistance Programs

Below is a list of technical and financial assistance programs available in the James River Watershed and elsewhere in Virginia. 
SHORELINE EROSION ADVISORY SERVICE (SEAS)
Program type: Advisory
Program area: Virginia
Program administrator: Department of Conservation and Recreation
Program description: SEAS operates state-wide in Virginia and provides free investigations into eroding shorelines, technical advice, written reports, plan reviews and construction inspections.

VIRGINIA CONSERVATION ASSISTANCE PROGRAM (VCAP)
Program type: Cost-share
Program area: Virginia, in localities that are within Soil and Water Conservation Districts (this excludes many cities such as Norfolk, Hampton, and Newport News)
Program administrator: Virginia Soil and Water Conservation Districts
Program description: VCAP is an urban cost-share program that provides financial incentives and technical and educational assistance to property owners installing eligible Best Management Practices (BMPs). Eligible practices include living shorelines, along with practices such as permeable pavement, rain gardens, and conservation landscaping.

VIRGINIA AGRICULTURAL BMP COST SHARE PROGRAM (VACS)
Program type: Cost-share
Program area: Virginia, in localities that are within Soil and Water Conservation Districts (this excludes many cities such as Norfolk, Hampton, and Newport News)
Program administrator: Virginia Soil and Water Conservation Districts
Program description: VACS supports the use of various practices in conservation planning to treat cropland, pastureland, hay land and forested land. Some are paid for at a flat rate or straight per-acre rate. Others are cost-shared on a percentage basis up to 100 percent. The cost-share program's practices can often be funded by a combination of state and federal funds, reducing the landowner‘s expense to less than 30 percent of the total cost.

RIVER STAR HOMES
Program type: Cost-share
Program area: Elizabeth River Watershed
Program administrator: Elizabeth River Project
Program description: 
Elizabeth River Project will pay 50% of the cost (up to $4,000 for a living shoreline or up to $1,500 for a shoreline buffer) for your next shoreline project! Special funding opportunity currently available for waterfront River Star Homes in Chesapeake, Norfolk, Portsmouth and the Eastern Branch area of Virginia Beach.

LAFAYETTE wetlands partnership
Program type: Advisory, Cost-share
Program area: Lafayette River Watershed
Program description: 
LWP encourages citizens or groups interested in starting a wetlands restoration effort to contact them. They provide mentoring support and project assistance, as outlined on their website.
